I. CALL TO ORDER/ROLL CALL
Meeting called to order by Chair Dreggors at 3:35 p.m. Roll call held with all members in attendance with the exception of Dan Gunderson. A quorum was declared.

II. APPROVAL OF MINUTES FROM OCTOBER 14, 2004
Mike Fincher stated that since we had no quorum for our last two meetings, no official action had been taken on the minutes of the Committee’s first meeting in October, MOTION by Bob Brooks, second by Ken Smith to accept the previous minutes as presented. Motion passed unanimously.

III. REVIEW OF PROPOSAL FROM DELAND MUSEUM OF ART
RE: JACKSON WALKER COLLECTION OPPORTUNITY
Nancy Maddox advised that Staff had met with Jennifer Coolidge and toured the facility with her. She is excited about the rotunda opportunity given that the reception room is likely to be in use so often that opportunities for organized tours and field trips will be limited; whereas the rotunda is always available. Jennifer also reported that the grant opportunity for the multi-media display program is looking good. Tim Augustine advised that Jennifer had contacted him and was planning to bring Jackson Walker to look at the site on Monday, February 7 at 11:30 a.m. Staff will meet with them then. Tim Augustine asked whether the pieces were framed. Mike Fincher reported that they were all framed in classic style gold frames and that the committee may wish to consider reframing depending on how they look in the proposed venue.

Fred Schwenck inquired about security, maintenance and insurance for the collection. Nancy responded that we (Volusia County) should insure that the paintings are installed with proper security hardware and we should provide adequate insurance coverage against physical damage etc., but that maintenance such as routine cleaning should be the responsibility of the DeLand Museum of Art.

It was agreed that once the DeLand Museum of Art reaches a firm agreement with the artist, we will initiate a long term loan agreement for displaying the collection in the Historic Courthouse with the location to be mutually agreed upon but most likely being the rotunda walls on the first two floors.

IV. NEXT STEPS
The Committee then discussed the remaining public areas and focused on three primary areas for placing public art; the two main ground floor entrance corridors, the reception room and adjacent anteroom and two of the four enclosed display cases.

There was some discussion as to whether or not this Committee had the authority to designate that the remaining two cases be used by Historic organizations for display. It was concluded then that rather than actively decide this, that we would instead just not address two of the four cases. The responsibility for them would then fall to the facilities department and tenant organizations.

Two other areas were also selected as potential sites if funds permit; the area outside voter registration and the public area adjacent to the Absentee Ballot Department. Ken Smith will furnish Staff with scaled drawings so we can begin to determine the number of pieces that will be required.

V. “CALL TO ARTIST” PLANNING & FUTURE MEETING SCHEDULE
Once plans are available to Staff, an estimate of number of pieces will be made and a
Draft “Call to Artist” brochure will developed. We will then call a meeting to review
the draft document. Hopefully, we can have this done by mid-March so we can issue
in April.

There being no other business of this committee, the meeting was adjourned by the Chair at 4:50 p.m.
